Fiscal Impact/Change to Net County Cost: There is no fiscal impact or net County cost.
 
Background: El Dorado County Animal Control currently has limited space and staffing to house all adoptable pets at its temporary facilities.  To help accommodate these animals on behalf of the County, Foster Care Providers voluntarily care for dogs, cats, puppies, and kittens in their own homes.  They are community volunteers who give hundreds of volunteer hours to the County.  Often, they find themselves working with the foster pet to make them more comfortable in their new environment and teach basic obedience to overcome negative behaviors.  They clear their schedules to transport their foster dog or cat to adoption events, and on occasion also arrange for medical appointments for the animal; and
 
Foster Families who care for kittens and puppies often go the extra mile to ensure that these young animals are fed every few hours around the clock.  They provide an environment of care, love and socialization that prepare the animal to be more adoptable.  The El Dorado County Animal Control Foster Care Program has saved the lives of over 150 animals since the Coolwater Creek Animal Shelter was closed on March 5 and the Foster Care Program has increased visibility for the need to properly house the County's sheltered pets, alleviating kennel overcrowding.
 
Action to be Taken After Adoption of Resolution: Chairman to sign two (2) copies of attached resolution; Board Clerk's Office to return one signed copy to Public Health.
