Fiscal Impact/Change to Net County Cost: Unknown.  FY 2007-08 budget will be revised during Addenda.  An application fee will be charged for each card processed and issued.
 
Background: At their meeting on June 5, 2007, the Board of Supervisors approved the implementation of the MMICP in El Dorado County and asked that Public Health return at the next available meeting to present a resolution establishing the application fee and to outline an annual plan for evaluation.
 
The Department recommends evaluating the MMICP, in coordination with other affected County departments and local law enforcement agencies, using the following criteria:
 
·   Number of applications for ID cards processed by County
·   Average staff time required to process an application
·   Average time from submission of the completed application to receipt of the applicants ID card
·   Review of current fee structure
·   Review of the effects observed by other County departments and local law enforcement agencies, such as Sheriff, District Attorney, Public Defender, and city police departments within El Dorado County
·   Any special problems encountered
 
Though the application fee will be effective July 1, 2007, the Program will not be operation until approximately August 30, 2007.  The Department will notify the Board of the exact date the Program will be ready to begin accepting applications.
 
Action to be taken following Board approval: Chair to sign two (2) copies of the attached resolution and Board Clerk's Office to return one copy of resolution to Department; Public Health to return to the Board by June 1, 2008 with an update on the MMICP.
