DISCUSSION / BACKGROUND

Progress House, Inc. was established in El Dorado County in 1978 as a residential recovery facility for alcoholism.  Since its inception, Progress House has grown to also address treatment of addiction to alcohol and other drugs.  Services include residential and transitional living treatment for men, women, pregnant women, and parenting women, as well as outpatient services.  The need for services in any given fiscal year is difficult to anticipate, making it more feasible to contract out for these services rather than incurring the fixed costs associated with procuring and maintaining residential facilities and staffing them on a permanent basis.

 

Probation contracted with Progress House in January 2015, for the provision of providing transitional housing and meal/personal needs stipends for clients referred by EDC Probation. The provision of services under this Agreement have been successful.

 

With the establishment of the Adult Pretrial Supervision Program, EDC Probation added the provision of substance abuse assessment and substance abuse treatment services.

 

While these services are not mandated by the State, they are part of Probation’s transitional planning services and are part of the efforts to reduce recidivism. Transitional housing is provided to clients that have become homeless while under supervision or upon release of incarceration, and as they have no current means or ability to secure funding for meals or personal needs items, a daily stipend of $5.00 is offered.  The transitional housing and stipend are contingent upon clients remaining free from alcohol and other drugs.

FINANCIAL IMPACT

No fiscal impact or change to Net County Cost associated with this agenda item. Sufficient appropriations were included in the fiscal year 2017-18 approved budget, and will be included in future budgets for the term of the Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1.  Clerk of the Board to obtain the signature of the Chair on two (2) originals of Agreement 301-S1811.

2.  Clerk of the Board to return one (1) fully executed Amendment to Probation at 3974 Durock Road, STE 205, Shingle Springs.
