DEPARTMENT RECOMMENDATION

Community Development Services (CDS), Department of Transportation (Transportation), recommending the Board consider the following pertaining to the Sly Park Road at Clear Creek Crossing - Bridge Replacement Project (Project), Contract PW 11-30579, Capital Improvement Program (CIP) 77115, P&C 003-C1899:

1) Approve and adopt the Plans and Contract Documents and authorize the Chair to sign the Plans; and

2) Authorize advertisement for construction bids (the total estimated cost for the construction phase of the Project is $4,233,400).

 

The Project is included in Transportation’s 2017 CIP, which was adopted by the Board on June 27, 2017 (Item 25).

 

DISCUSSION / BACKGROUND

The Project consists of construction of a cast-in-place pre-stressed concrete slab bridge over Clear Creek; removal of the existing structure; grading and paving for the new bridge approaches and re-aligned roadway; roadway and ditch excavation; signing and striping; and, drainage system improvements.

 

The Project was initially programmed in the CIP and Highway Bridge Program (HBP) in 2007.  The existing bridge is ranked as one of El Dorado County's top ten priority bridge sites for recommended improvements due to its deficiencies and average daily traffic of 3,000 vehicles.  The bridge was built in 1936 and is functionally obsolete by today's standards due to its narrow 19 foot width, substandard geometric alignment and barriers.  Based on the California Department of Transportation (Caltrans) inspection reports, the bridge has a sufficiency rating of 50 out of 100 and is eligible for replacement per the HBP.

 

In accordance with the California Environmental Quality Act, a Mitigated Negative Declaration for the Project was adopted by the Board on September 14, 2010 (Item 18).  A Caltrans National Environmental Policy Act (NEPA) Categorical Exemption/Categorical Exclusion Determination was issued on July 12, 2011 and NEPA Re-Validation was issued on November 14, 2016.

 

All required environmental permits and right of way have been acquired for the Project.

 

Transportation has not yet received federal funding authorization (E-76) for construction phase activities.  Transportation will not advertise the Project until the E-76 is received.

 

As a federally funded Project, the Contract Documents have been federalized and incorporate the current Caltrans Disadvantaged Business Enterprise (DBE) requirements.  The DBE goal is 13%.

 

ALTERNATIVES

1) Do not approve the Contract Documents.  Transportation will make any changes requested by the Board and return at a later date.

2) Do not authorize advertisement for construction bids.  Transportation will make any changes requested by the Board and return at a later date.

3) Cancel the Project.  Canceling the Project may include the consequence of reimbursing all federal funding received to date.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel and Risk Management have reviewed and approved the Plans and Contract Documents.

 

CAO RECOMMENDATION

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

The total estimated cost for Project construction is $4,233,400, which includes construction items of work, construction management, inspection, materials testing, and contingencies.

 

There is no financial impact or change to Net County Cost associated with this item.  The Board will not obligate the County with the current requested action.  The obligation will result from the subsequent action of awarding the bid.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on the construction Plans for the Project.

2) The Clerk of the Board will forward the original signed Plan set to CDS Transportation, Fairlane Engineering, attention Matt Smeltzer.
