Fiscal Impact/Change to Net County Cost:
Funding for the project will be provided by the Federal Highway Bridge Program and TIM.  There is no net cost to the County General Fund associated with this agenda item.
 
Reason for Recommendation:
The Department of Transportation (DOT) is working to advance the Sly Park Road/Clear Creek Bridge Replacement Project #77115.  The project will replace and widen the bridge over Clear Creek and create a left turn pocket for Clear Creek Road, widening Sly Park Road in both north and south bound directions and creating safer access for residences on Sly Park Road.
 
This project is subject to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).  The preparation of a CEQA Mitigated Negative Declaration and NEPA Finding of No Significant Impact should be completed by June of 2009.  Appraisals of the subject parcels will not be finalized until your Board has adopted and approved the project as described in the CEQA and NEPA documents.
 
The research of all the potentially affected parcels, and the acquisition of portions of said subject parcels, are necessary from the subject property owners to enable the construction of the project.  In order for the DOT to research title document records and prepare for negotiations with the subject parcel owners, DOT staff is requesting authorization from your Board to proceed with the acquisition process, including the ordering of and payment for title reports, and obtaining certified appraisals of the land rights to be acquired.  
 
Action to be taken following Board approval:
Right of Way Unit staff to proceed with the acquisition process for the subject parcels referenced herein, including ordering of and payment for title reports and certified appraisals.
