Fiscal Impact/Change to Net County Cost: Fiscal impact is estimated at $1,500 for the remainder of the fiscal year.  
 
Background: On May 13, 2008, Item Number 22, the Board opted to close the Skate Park  until a management plan could be put into place. The park has remained closed since that date. On August 26, 2008, Item 31, the Board was presented with various options for reopening the park and opted to implement a management plan  based on volunteers. Members of Green Valley Community Church agreed to supply trained volunteers manage the park on a one day per week (Saturday's) basis.  The Board and Green Valley Community Church also agreed that all skatepark participants would be required to sign a liability release form.
 
Reason for Recommendation:  At the same meeting, the Board  passed a motion directing Facilities and Fleet Services (now General Services) to immediately establish a relationship with Tim Fulton and the Green Valley Community Church to reopen the Skate Park as soon as possible.  The attached MOU is a result of that effort.  
 
Action to be taken following Board approval:
 
1. Chairman to sign two copies of  approved MOU and forward it to General Services for further processing.
 
2. General Services will forward the MOU to Green Valley Community Church for signature and the church will retain one copy of the fully executed MOU and return the other copy to the County.
 
3. General Services will distribute the Park Waiver and Release Form to Green Valley Church and the church will ensure that all participants utilizing the park will sign the form, or have it signed by their parents if they are under the age of 18.
