Fiscal Impact/Change to Net County Cost:   None.  The agreement for project evaluation of the El Dorado County Safety Net Technology Project / Access El Dorado (ACCEL) is funded by the AHRQ grant.
 
Background:    In 2006, Marshall Medical Center and El Dorado County collaborated on and were awarded the AHRQ Technology Implementation Grant.  A portion of this grant was allocated for project evaluation and review by The SPHERE Institute.  
 
At this time, AHRQ has awarded an extension to the term of the Technology Project agreement through September 29, 2009.   Amendment I to The SPHERE Institute agreement extends the project evaluation term through December 31, 2009, to allow sufficient time to complete the final evaluation report, and adds an additional $5,000 funding.  The additional funding for this amendment is a reallocation of previously unspent funds from the AHRQ award, resulting in no cost to the County.
  
Reason for Recommendation:   Approval of this Amendment I to Agreement 501-PHD0106 will allow completion of project evaluation through the term of the grant award.
 
The Purchasing Agent has reviewed the request to process this Amendment I to Agreement 501-PHD0106 with The SPHERE Institute. The Purchasing Agent, with CAO concurrence, has determined that it is not necessary to engage outside review of the consultant's qualifications and that it is appropriate to dispense with a competitive selection process in order to continue with services necessary to complete the reporting of the EDC Safety Net Technology Project activities.  In accordance with Board of Supervisors Policy C-17, Section 7.4.2, 7.5 and 7.10, the original review of vendors identified The SPHERE Institute as having expertise in evaluating claims data and electronic medical records from both private and public sources.  In addition, they use specialized software that can efficiently evaluate indicators of project effectiveness.  
 
Action to be taken following Board approval:
·      Chairman to sign three (3) Amendment I to Agreement 501-PHD0106 documents.
·      Board Clerk's office to return two (2) Amendment I documents to the Health Services Department - Public Health Division.
·      Health Services Department to process documents and distribute as appropriate.
