Fiscal Impact/Change to Net County Cost: No change to Net County Cost.

Background: In August 1993 the Board of Supervisors approved the first purchase of GIS software for the County's GIS group. Since that time additional licenses have been acquired to provide intranet capabilities, to integrate database systems, and to support clients in other County departments. The Surveyor's department has managed the acquisition of these software assets for most departments during this time. The software licenses are shared amongst users from the Department of Agriculture, General Services, Elections, Assessor, and Surveyor. When the GIS group acquired additional integration software on June 5, 2001, the Board of Supervisors determined that purchase of ESRI software was exempt from competitive bidding.

Reason for Recommendation: The County must pay annual software maintenance and licensing fees to continue to use the software, and to receive upgrades and technical support. ESRI is the sole provider of maintenance and support for these software products.
