Background: The President of the United States in Homeland Security Directive-5, directed the Secretary of the Department of Homeland Security to develop and administer a National Incident Management System (NIMS), which would provide a consistent nationwide approach for federal, state, local and tribal governments to work together more effectively and efficiently to prevent, prepare for, respond to, and recover from disasters, regardless of cause, size or complexity. The Governor of the State of California, also, has directed his Office of Emergency Services and Office of Homeland Security in cooperation with the NIMS and Structured Emergency Management System (SEMS) Advisory Board to develop a program to integrate NIMS, to the extent appropriate, into the State's emergency management system.


Reason for Recommendation: The County of El Dorado utilizes the NIMS and SEMS programs and is now seeking the Board's formal adoption of these systems into the County's emergency management system. On May 23, 2006 the Board approved the County Operational Area Emergency Plan. This plan was revised to incorporate the Standardized Emergency Management System (SEMS) and the federal National Incident Management System (NIMS) thereby enhancing the County's ability to respond to and manage large scale emergencies and disaster events.
