Fiscal Impact/Change to Net County Cost: Funding for the Project will be provided by the HBP and HSIP Grant Programs, with the local agency matching funds from the TIM fee program.  There is no net cost to the County General Fund associated with this agenda item.
 
Reason for Recommendation:
 
The Department of Transportation is working to advance this grant funded project for the improvement, signalization, and channelization of the 3-way intersection of Green Valley Road and North Shingle Road and replacing the two-lane, reinforced concrete girder bridge with a three-lane, pre-stressed slab bridge.  Green Valley Road will be realigned to improve site distance and a continuous left turn median will extend from the North Shingle Road intersection past Peaceful Garden Way and transition into the northbound lane prior to Oakvale Drive.  
 
The project is subject to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).  The preparation of a CEQA Mitigated Negative Declaration and a NEPA Categorical Exemption has been completed and on December 9, 2008, your Board adopted and approved the project as described in the CEQA and NEPA documents.
 
The research of all potentially affected parcels, and the acquisitions of portions of the subject parcels, are necessary from the subject property owners to enable the construction of the project.  In order for the Department of Transportation (DOT) to prepare for negotiations with the subject property owners, DOT staff is requesting authorization from your Board to proceed with the acquisition process, including the ordering of, and payment for, title reports and obtaining certified appraisals of land rights to be acquired.
 
Action to be taken following Board approval:
 
Right of Way Unit staff to proceed with the acquisition process for the subject parcels referenced herein, including ordering of and payment for title reports, and obtaining certified appraisals for portions of the subject parcels necessary to construct the project.
