Fiscal Impact/Change to Net County Cost: No change. Non-financial agreement.
Background: On September 7, 2005, the Golden Sierra Governing Board approved the establishment of El Dorado County as the first Consortium Operator under the Local Workforce Investment Act Program, effective July 1, 2006. On November 8, 2005, the Board of Supervisors adopted Resolution No. 339-2005 authorizing an Amended and Restated Joint Exercise of Powers Agreement for Golden Sierra Job Training Agency, including a provision giving the JPA the ability to pass El Dorado County's share of funds to the County to enable the County to provide job training services. The Golden Sierra Workforce Investment Board and their Governing Board approved the El Dorado/Alpine County Local Operator Business Plan on April 24, 2006 and April 26, 2006 respectively. On June 20, 2006, the Board of Supervisors approved establishment of a budget and approved Human Services Department staffing for implementation of Workforce Investment Act Program activities effective July 1, 2006.
Reason for Recommendation:
The El Dorado County Department of Human Services Business Plan for Workforce Investment Act activities identifies partners to the local operations of workforce investment activities in El Dorado and Alpine Counties. The Workforce Investment Act of 1998 requires that an operational Memorandum of Understanding (MOU) be executed with each partner, and the current MOU #519-M0810 with Crossroads Diversified Services expires 12/31/08. Crossroads Diversified Services, as a vocational rehabilitation partner, assists in providing comprehensive One Stop Resource Center services to the community. MOU #395-M0910 continues the formal cooperative working relationship among the parties and defines resources to be shared with respect to continuation of an integrated, expanded One Stop career center delivery system.
Action to be taken following Board approval:
1) Chairman to sign two (2) original MOUs.
2) Board Clerk's Office to return one (1) original MOU to Department.
3) Department to distribute as appropriate.
