Fiscal Impact/Change to Net County Cost:  No change.  The Agreement is 100% funded by the Kinship Supportive Services Program allocation that the County receives from the California Department of Social Services with no required County match.  $162,000 was budgeted for FY 2007-08 and the remainder is budgeted for FY 2008-09.
 
Background: The Kinship Support Services Program (KSSP) was authorized by California Assembly Bill 1193 (Chapter 794, Statutes of 1997) and was set forth in Welfare and Institutions Code Section 16605.  This program provides funds for the start-up and expansion of county-based family support programs.  Family support programs provide community-based family support services to relative and non-relative extended family member caregivers for children who would otherwise enter foster homes or are at risk of dependency or delinquency services.  KSSP also provides services to caregivers who have become the legal guardians or adoptive parents of formerly dependent children.  The provision of services to children/teens in the homes of their caregivers is intended to increase stability and safety, reduce recidivism into the child welfare system, increase the likelihood of family members and non-relative extended family members to assume and maintain responsibility and care for abused and neglected children/teens, reduce court hearings, reduce utilization of more restrictive placements, reduce out-of-county placements and increase the likelihood that children/teens will remain in their own neighborhoods and schools.
 
The Department of Human Services (DHS) submitted a proposal to the California Department of Social Services (CDSS) for a start-up KSSP on August 27, 2007 and received A Notice of Intent to Award Funds letter from the State dated September 12, 2007.  A Notice of Final Allocations letter from the State, dated October 24, 2007, informed DHS that, as of the date of the letter, DHS could begin to claim against its KSSP allocation.  On November 27, 2007, the Board of Supervisors awarded Request for Proposal #08-918-020 to Lilliput Children's Services, the sole responder, for provision of KSSP services and authorized the Chair to execute an Agreement for same in the amount of $162,000, upon County Counsel and Risk Management review and approval, with a seven-month term commencing on November 10, 2007 to coincide with the availability of State funding for the program.  Agreement for Services #542-S0811 with Lilliput Children's Services was executed on January 15, 2008 for the term November 10, 2007 through June 9, 2008.  Amendment I to Agreement #542-S0811 was executed by the Board on July 22, 2008 in anticipation of additional funding in the amount of $135,000 being awarded to El Dorado County from CDSS upon formal approval of the State's FY 2008-09 budget for continuation of the KSSP program and to extend the termination date of Agreement #542-S0811 to June 30, 2009 to coincide with the FY 2008-09 funding cycle.  
 
Reason for Recommendation:  The primary purpose of the Kinship Support Services Program continues to be to help kinship caregivers (relatives who care for children) understand and access services available for children living with relatives other than their own parents, thereby reducing the number of children entering the traditional foster care system with the ultimate goal of strengthening families while providing a safe, stable, and nurturing environment for the children in their care.  Lilliput Children's Services has made significant progress in this area and continues to gather and compile useful statistical data into reports for DHS to submit to the State in accordance with established guidelines and requirements.
 
DHS received notice from the California Department of Social Services dated October 1, 2008 informing the County that their State Fiscal Year 2008-09 KSSP allocation for the continued operation of the County's local KSSP is $162,000, $27,000 higher than anticipated.  Amendment II to Agreement #542-S0811 reflects the increase in the County's KSSP allocation by increasing the compensation by $27,000 for a not-to-exceed total of $324,000 during the term November 10, 2007 through June 30, 2009.  No other changes have been made.
 
The Purchasing Agent has reviewed the Department's request to process an amendment to the subject agreement with Lilliput Children's Services and concurs that it is more appropriate to do an amendment versus a new contract.  The Purchasing Agent has verified that a competitive selection process has occurred and that the selection process has not expired.  The outside reviewer concurs that the vendor is qualified and able to perform the services.  In accordance with Board of Supervisor's Policy C-17, Sections, 7.4.2, 7.5 and 7.10, please include justification for your agreement in the agenda item for this contract.
 
Action to be taken following Board approval:
1)  Chairman to sign two (2) original Agreements.
2)  Board Clerk's Office to return one (1) original Agreement to Department
3)  Department to distribute as appropriate.
