Fiscal Impact/Change to Net County Cost:  The $92,965.68 reflected above represents one year of funding to provide for the two six-month extensions.  Additional costs would be incurred should the option to extend the lease for one additional year be exercised effective January 1, 2010.  The Health Services Department has advised General Services that funds are available within their FY 2008-09 budget and will be included in the FY 2009-10 budget request.
 
Background:  Animal Services has leased this facility as temporary housing until the permanent Animal Shelter is constructed.
 
Reason for Recommendation:  The current lease expires on December 31, 2008.  Amendment I will 1) extend the lease to June 30, 2009 coterminous with the current Conditional Use Permit for this facility from the City of Placerville, 2) extend the lease for an additional 6-month term through December 31, 2009 contingent upon the City's approval to extend the Conditional Use Permit, and 3) provide an option for the Board to extend the lease for one additional year (January 1, 2010 through December 31, 2010), also contingent upon the City's approval of the Conditional User permit.
The City of Placerville required the County to acquire a Conditional Use Permit for use of this facility in 2007, with a term originally expiring on December 31, 2008.  In accordance with this approved permit, a 6-month extension was authorized by the City through June 30, 2009.  The City has informed the County that an extension, anticipated through December 31, 2010, will be considered by the City Council on December 2, 2008.
 
Action to be taken following Board approval:  Board clerk will forward to General Services a fully executed original copy of Amendment I to Lease Agreement 304-L0711 for distribution and administration.
