Fiscal Impact/Change to Net County Cost:  NONE.
 
Reason for Recommendation:  On December 12, 2006, the Board of Supervisors approved the Road Improvement Agreement (RIA) with West Valley, LLC for the construction and completion of  road improvements for the Collector Roads within the development now commonly referred to as Blackstone.  
 
Section 1 of the RIA states the Developer  (West Valley) is responsible for all the engineering services; Plans and Specifications for the road improvements were prepared for the Collector Road improvements by R.E.Y Engineers, Inc.
 
The RIA further requires the Developer to assign complete ownership of the project  plans and specifications to the County.  Because the roads are open to use by the public, the Department is recommending that the Board assumes ownership of the engineering work product for this project, and approves Assignment and Assumption Agreement #AGMT 06-1333.
 
Action to be taken following Board approval:
1.  The Department will forward one fully-executed agreement to West Valley, LLC.
2.  The Department will taken possession of the plans and specifications as signed and stamped by R.E.Y. Engineers, Inc.
