Fiscal Impact/Change to Net County Cost: The total cost to replace the 1990 Peterbilt is $112,635.  The grant from the Sacramento Area Council of Governments (SACOG) and the Sacramento Metropolitan Air Quality Management District (SMAQMD) through the Sacramento Emergency Clean Air Transportation Program (SECAT Program) will provide funding in the amount of $50,358.  The balance of funding in the amount of $62,277 will be provided by the Road Fund.  
 
Background:  The Department of Transportation operates diesel powered on-road vehicles in the course of maintaining roads.  These vehicles include pick up trucks, dump trucks, service trucks, water trucks, graders, loaders, rollers, sweepers, pavers and a paint striper.  Diesel fleets contribute significant amounts of harmful emissions which may be reduced through the installation and proper use of pollution control technologies such as particulate filters and engine replacements.  In some cases, particulate filters or engine replacements are not an option, leaving replacement of the entire unit of equipment as the only method for reducing emissions.  
 
The Air Resources Board (ARB) enacted a measure in June of 2005 which requires all on-road diesel fueled vehicles owned and operated by public agencies and utilities to be re-powered, retrofitted or replaced in order to reduce emissions produced by such vehicles.  The implementation period for the ARB ruling is six years beginning in 2006 and ending in 2012.  The Department has been successful in obtaining grant funds for installation of particulate filters, replacement of engines and equipment and is in the process of implementing these projects in order to meet compliance deadlines.  
 
The state legislature established the Sacramento Emergency Air Quality and Transportation Program (SECAT Program) to help air districts comply with the ARB standards.  The SECAT Program is administered by SACOG in cooperation with SMAQMD. The objective of the Program is to facilitate replacement of pre-1991 heavy-duty vehicles with vehicles using newer, lower emission technology.  The 1990 Peterbilt operated by the Department of Transportation qualifies for replacement funding under the Program.
 
Reason for Recommendation:  On October 7, 2008, Resoultion 273-2008, your Board authorized the Department of Transportation to submit grant applications for various local, State and Federal transportation funding programs, and other grant funding opportunities.  An application for SECAT Program funds to replace the 1990 Peterbilt with a newer, lower emission vehicle was submitted and the Department of Transporation was awarded $50,358 toward the replacement of the equipment.  Resolution 273-2008 also authorizes the Director of Transportation to execute grant agreements subject to County Counsel and Board of Supervisors review and approval.  
 
Your approval of the SECAT Program Agreement is requested to facilitate grant funding for the replacement of the 1990 Peterbilt.  Upon approval, the Director of Transportation will sign the Agreement.  Under the terms of the Agreement, the Department has six months from the full execution of the Agreement to purchase the equipment.  A request for bids is currently in process for the equipment and it is expected that delivery will be taken well within the term of the funding Agreement.  
 
Action to be taken following Board approval:  The Director of Transportation will sign three originals of the SECAT Program Agreement, submit them for full execution by the granting agency and return a fully executed original to the Board of Supervisors office.
