Fiscal Impact:  The cost of this amendment is $30,400 for a total contract amount of $90,400.  Funding for this contract is included in the Department's budget and in the approved MHSA Community Services and Supports (CSS) Plan.  There is no Change to Net County Cost.
 
Background:  The Mental Health Division of the Health Services Department has contracted with Sierra Recovery center for six years to provide substance abuse services for mentally ill homeless adults in South Lake Tahoe on an "as requested" basis.  The goal of the current contract and program is to reduce homelessness and criminal recidivism by improving the mental health of clients through linkage to mental health services, substance abuse treatment and other community services.  Funding for the current contract was originally provided by a combination of State Mentally Ill Offender Crime Reduction (MIOCR) grant funds and State Mental Health Services Act (MHSA) funds.  
 
Reason for Recommendation:
On August 26, 2008, the Board approved this contract for a six month period ending December 31, 2008.  Amendment I extends the contract to June 30, 2009 and modifies the scope of services to reflect the recent loss of MIOCR grant funding.  The revised scope of services provides for the continuation of one full-time Substance Abuse Specialist with extensive knowledge in co-occuring disorders to be assigned to the South Lake Tahoe MHSA program known as "Prospect Place" under the County's approved CSS plan.  Amendment I revises the original scope of services to exclude transitional housing, alcohol and drug detoxification services and residential substance abuse treatment for program participants after December 31, 2008.
 
This amendment extends the contract to June 30, 2009, is consistent with the current approved MHSA CSS plan and is not affected by the proposed MHSA CSS plan amendment.  The value of the contract will be increased with this amendment to cover the additional six month period of services to be provided under the revised scope of services.
 
Action to be taken following Board approval:   
 
1.      Chairman will sign two (2) original Amendments.
2.      Board Clerk's Office to return one (1) original Amendment to the Health Services Department, Mental Health Division.
3.      Mental Health Division to distribute as appropriate.
 
Concurrences: The original agreement was approved by County Counsel and Risk Management and the amendment is currently under review.
