Fiscal Impact:  Funding for this contract is available in the Department's FY 2008-09 budget. There is no Change to Net County Cost.
 
Reason for Recommendation:   In September, 1999 the Board approved Agreement 269-S9911 with Computer Works, Inc. to provide software licenses and maintenance for an electronic health records system known as InterTrac.
 
This system is essential for the continued creation of medical records for clients and for the purpose of tracking time expended in support of clients.  This data is subsequently transferred to the Department's new AVATAR billing software and sent to the State in order to receive Medi-Cal reimbursement.  
 
Through its participation in the California Regional Mental Health System Coalition (JPA), the Department is attempting to rollout medical records software, the Clinical Work Station (CWS) application, also part of the AVATAR system.  The Department has experienced several delays in the implementation of the CWS component of the AVATAR system making it essential that the Inter Trac system be maintained to allow for continued billings to Medi-Cal and for health records management and mandatory tracking of certain client information.
 
For these reasons, it is recommended that the Board approve continuation of the current agreement and authorize the annual payment for software licenses.  There is no change in the cost per license fee.
 
The Purchasing Agent has reviewed the request to process the subject amendment with Computer Works, Inc. and concurs that no competitive selection process is required as the InterTrac software licenses and support are required for tracking, reporting and forms management of client data to ensure quality care to clients of the Mental Health Division until the new system is fully implemented.  The Purchasing Agent, with CAO concurrence, has determined that it is not necessary to engage an individual for outside review as this product is of a proprietary nature.  
 
 
Action to be taken following Board approval:   
 
1.      Chairman will sign two (2) original Amendments.
2.      Board Clerk's Office to return one (1) original Amendment to the Health Services Department, Mental Health Division.
3.      Mental Health Division to distribute as appropriate.
 
Concurrences:   This amendment has been approved by County Counsel and Risk Management and a copy is on file in the Board Clerk's Office.
