Fiscal Impact:  There is no additional funding for this amendment. There is no Change to Net County Cost.
 
Reason for Recommendation:  Sierra Child and Family Services has been providing specialty mental health services to County minors for over six years. These services include psychological testing, individual and group therapy, therapeutic behavioral services and crisis intervention.  The Mental Health Division does not currently have the capacity to perform these services. This contractor and several others handle the overflow so that minors in need of services can access them without long waits.
 
This contract provides for the use of SB 163 Stabilization Funds to purchase goods and services for client families to help keep the family unit intact.  Examples of these expenditures include paying the client's utility bill in winter months, paying for transportation expenses when needed, and similar expenditures.  Purchases up to $500 must be approved by the Mental Health Program Coordinator and the Human Services SB 163 Program Manager.  Amounts over $500 must also be approved by either the Deputy Director or Director of the Human Services Department.
 
Amendment II will allow the vendor to continue providing approved Stabilization Funds when needed by clients.  The overall not to exceed amount of the contract is not being changed.  The amount of Stabilization Funds allowable under the contract is being increased from $7,500 to $15,000 and the Mental Health Services allowed under the contract are decreased by $7,500.
 
In accordance with Board of Supervisors Policy C-17, the Purchasing Agent concurs with the Department's request to amend this agreement.  The Purchasing Agent previously coordinated the review of the contractor's qualifications to perform the needed services with staff from the Department of Human Services.  The reviewer concurred that Sierra Child and Family Services, Inc. has demonstrated its ability to perform the work based on prior experience with this contractor, qualifications of the contractor, and the availability of the contractor to perform the services.  
 
 
Action to be taken following Board approval:   
 
1.      Chairman will sign two (2) original Amendments.
2.      Board Clerk's Office to return one (1) original Amendment to the Health Services Department, Mental Health Division.
3.      Mental Health Division to distribute as appropriate.
 
Concurrences:  The original agreement was approved by County Counsel and Risk Management and the amendment is currently under review.
