Fiscal Impact/Change to Net County Cost:  No change.  The Agreement is funded by Federal and State dollars with required County match met primarily with realignment resources.  Funds are budgeted for FY 2008-09 and will be budgeted for FY 2009-10, and FY 2010-11.

 

Reason for Recommendation:  The Department of Human Services (DHS) maintains purchase of services agreements with multiple local vendors for the provision of services for its clients to ensure that clients can be referred by their caseworker on an “as requested” basis to receive necessary services from the most appropriate and conveniently located vendor.  Choice of vendor is based on the specific needs of each individual DHS client.  Family Connections El Dorado, Inc. provides therapeutic counseling, substance abuse treatment, anger management, parenting classes and other related services to DHS clients.

 

The initial contract was established at $50,000 in order to expedite processing by the Purchasing Agent, allow the Department sufficient time to further evaluate the total estimated compensation for the three-year term, and to ensure compliance with requirements of Procurement Policy C-17.  Since the execution of the original agreement, Family Connections has added an extensive array of parenting classes and other family-oriented services that are not available to the same extent from other contracted vendors on the West Slope.  Additionally, utilization of this vendor's services has been higher than initially anticipated due to an increase in the influx of clients resulting from the current economic situation.

 

DHS is recommending the continued use of this vendor’s services. “Scope of Services” has also been updated to be consistent with modified standardized rate language included in the amendment to “Compensation”, and “Notice to Parties” was corrected to reflect the current format.  Outside review of the contractor’s qualifications to perform the needed services was coordinated with Shirley White, Department of Health Services. 

 

The Purchasing Agent has reviewed the Department's request to amend the contract and concurs that the Department’s request is in compliance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10. 

 

Action to be taken following Board approval:

1.  Chairman to sign two (2) original Agreements

2.  Board Clerk to return one (1) original Agreement to the Department at 3057, Briw Road. 

3.  Department to distribute as appropriate.
