Fiscal Impact/Change to Net County Cost: No change. The Agreement is funded by Federal and State dollars with required County match met primarily with realignment resources.  Funds were budgeted in prior fiscal years, are budgeted for FY 2008-09 and will be included in the Departments FY 2009-10 budget request.
 
The Transitional Housing Placement Program (THPP) is a program designed to prepare foster youth for successful emancipation and independent living in the community.  The program is available to 16 to19-year-old youth in out-of-home placement through the Juvenile Court, who are participating in, or have successfully completed, the Independent Living Program (ILP) administered by Human Services.  Remi Vista Inc. is licensed by the California Department of Social Services to provide THPP services.  
 
Agreement 056-S0711 was approved by the Board on December 12, 2006.  Amendment I to Agreement 056-S0711 extends the term of the Agreement from two (2) to three (3) years and increases the compensation by $164,800 from $329,700 to a not-to-exceed amount of $495,500.  The maximum compensation amount is based on the not-to-exceed monthly rate of $2,747 per child up to a maximum of five (5) children that can be placed concurrently at Remi Vista, Inc.
 
This Amendment is necessary to enable the County to continue to provide eligible youth with support in transitioning to independent living through the THPP services provided by Remi Vista, Inc. in accordance with provisions of the El Dorado County Human Services Department Transitional Housing Placement Program Plan approved by the Board on May 23, 2006.  Articles related to "Notice to Parties" and "Administrator" were amended to reflect changes in format and personnel.  Articles XXIII through XXVIII were added to the Agreement to reflect standardized provisions in current DHS agreements.   This Amendment is being submitted retroactively due to a delay in obtaining the vendor's signature.
 
Purchasing Agent Recommendations:  Outside review of the contractor's qualifications to perform the needed services was coordinated with Shirley White, Department of Health Services. The Purchasing Agent concurs that the Department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10.  
 
Action to be taken following board approval:
1.  Chairman to sign two (2) original Agreements
2.  Board Clerk to return one (1) original Agreement to Human Services at 3057 Briw Road.
3.  Department to distribute as appropriate.
