Fiscal Impact/Change to Net County Cost: No change.
The reimbursement rate of $56 per day covers the entire cost of providing services. There is no maximum annual reimbursement amount. However, usage is estimated and budgeted at $20,000 for FY 2008/09.
Background:
Del Oro Caregiver Resource Center receives annual funding from the State Department of Mental Health, which enables them to reimburse counties in their region, including El Dorado County, for respite services to their eligible clients. A number of Senior Day Care clients are DCRC eligible, and the cooperative contractual arrangement, first established in 1989-90, benefits both the Program and the clients.
Reason for Recommendation:
On November 4, 2008 the Board of Supervisors adopted Resolution No. 296-2008 authorizing the Senior Day Care Program to implement a new rate structure reflecting increased fees effective January 1, 2009. This new rate structure includes a daily rate plus a Level of Care surcharge as determined by a functional assessment. The Del Oro Caregiver Resource Center (DCRC) reimbursement rate of $56 per day reflects the approved agency reimbursement rate of $53 per day plus an averaged level of care surcharge of $3 per day. DCRC is unable to pay varying rates per person due to requirements of their funding source and has agreed to the $56 per day rate for all of their clients. This "Vendor Agreement" is the DCRC contract that allows for reimbursement to the County for services to eligible DCRC clients during fiscal year 2008-09. The necessary amendment to the DCRC Agreement was initiated and expedited; however, due to the short timeframe, it was not possible to submit the Agreement for execution prior to the January 1, 2009 effective date of the rate change.
Action to be taken following Board approval:
1) Chairman to sign (2) original agreements.
2) Board Clerk's Office to return (1) original agreement to the Department.
3) Department to distribute as appropriate.
