Fiscal Impact/Change to Net County Cost: No change to net County cost.

Background: State of California provides funding to El Dorado County Alcohol and Drug Program to operate the OTP program. Progress House provides alcohol and drug treatment services for clients who qualify to participate in the Offender Treatment Program.

State of California funding for the OTP program was reduced by the State budget, resulting in a reduction in funding to Progress House of $13,411.00. This required the reallocation of funding between providers to ensure ongoing levels of service for Progress House clients, with an overall reduction in funding for Progress House of $96.00.

In addition, State of California budget for FY 2008-09 reduced Drug Medi-Cal (DMC) rates with a potential for future reductions at the State level. The Health Services Department determined at that time it would be in the best interest of the County to adopt language that would ensure rates for these services conformed to the DMC rates both currently and in the future, automatically adjusting as necessary.
