Fiscal Impact/Change to Net County Cost:  No Change.  The Mini Grant Agreement is 100% funded with State Kids' Plate grant revenues with no match requirement.
 
Background:  In 1992, the California legislature passed a bill allowing for the sale of Kids' Plates motor vehicle license plates and the creation of the Child Health and Safety Fund.  The California Kids' Plates Program offers a variety of grants to meet the diverse needs of organizations throughout California working to prevent childhood unintentional (accidental) injuries.  Child Abuse Prevention Councils are legislated in California's Welfare and Institutions Code §18980, which mandates that each county in the State establish a Child Abuse Prevention Council in order to carry out specific legislated functions within that county.  On April 9, 2002, the El Dorado County Board of Supervisors established a Child Abuse Prevention Council (CAPC) and designated CAPC as the Children's Trust Fund Commission.  CAPC acts as an independent organization functioning within county government pursuant to Welfare and Institutions Code Section §18983.5 and in accordance with State of California directives and mandates.  As Commission of the Children's Trust Fund (CTF), CAPC is authorized by the Welfare and Institutions Code §18982.2 to accept donations, gifts and grants into the CTF and to expend money from the CTF for child abuse prevention efforts.  On November 7, 2006, the Board adopted Resolution 356-2006 authorizing CAPC to apply for grants and further authorizing the Department of Human Services to receive and deposit grant funds on behalf of CAPC into the El Dorado County CTF #20-553-313, Index 7753313, for CAPC to use for child abuse prevention activities.  
 
Reason for Recommendation: San Diego State University Research Foundation issued a "Request for Applications" in 2008 to notify interested parties that nine (9) Kids' Plates Mini-Grants were available for up to $10,000 each for a ten (10) month grant period commencing September 1, 2008 and ending June 30, 2009.  Mini-Grants would be awarded to organizations that were beginning or enhancing their child and adolescent unintentional injury prevention efforts.  CAPC submitted an application that focused primarily on the prevention of Sudden Infant Death Syndrome through a safe co-sleeping habits educational campaign.  On November 4, 2008, the San Diego State University Research Foundation notified CAPC that they were selected as a California Kids' Plates grantee for the 2008-09 funding cycle.  DHS is submitting Mini-Grant Agreement Grant Number 08/09-MG-3 (El Dorado County Agreement for Services No. 565-S0910) on behalf of CAPC for retroactive execution due to the delay in receiving the Kids' Plates Grant award notification combined with further delays in obtaining approval from Grantor for necessary modifications to Grant Agreement naming a County contract administrator in compliance with County Charter Section 602.
 
Action to be taken following Board approval:
1)  Chairman to sign two (2) original Mini-Grant Agreements.
2)  Board Clerk's Office to process the Budget Transfer Request and provide Human Services with one (1) copy of the signed Budget Transfer, two Certified Resolutions and two (2) original Mini-Grant Agreements signed by the chairman.  
3)  Department to forward the two Mini Grant Agreements and one Certified Resolution to San Diego State University Research Foundation for full execution.
4)  Department to return fully executed Mini-Grant Agreement to Board Clerk's Office and distribute copies as appropriate.
