Fiscal Impact/Change to Net County Cost:   None.  The grant allocation of federal funds covers all costs associated with provision of LIHEAP services.  The total amount of federal funds payable by the State to El Dorado County under this Contract is $1,521,911.  The Department's FY 2008-09 budget included $350,000 based on the expected 2009 grant amount.  The Budget transfer adds $725,807 in unanticipated funding to the FY2008-09 budget, and the remaining $446,104 will be budgeted for FY 2009-10.
 
Background:  LIHEAP funding consists of an annual federal allocation to the states that is distributed based on a funding formula to the community action agencies throughout California by the California Department of Community Services and Development (CSD).  The Board of Supervisors is the designated Community Action Agency (CAA) in El Dorado County, and DHS is the County Department responsible for administration of CAA funding, grant contracts and activities. CSD requires CAAs to submit a planning document covering one or more calendar years that constitutes an application for funding and outlines proposed activities tor future funding cycles.  The CAP also constitutes the application for annual Community Services Block Grant (CSBG) grant funding.  The current Community Action Plan (CAP)  was approved by the Board on June 10, 2007 (Legistar Item 07-965) and covers the calendar years 2008 and 2009.  Contract terms for this funding typically cover one or more calendar years, rather than fiscal years.  The current grant contract covers an 18-month term to allow for full expenditure of the higher than usual dollar amount of the 2009 LIHEAP funding.    EDC has been receiving an annual LIHEAP grant since at least 1980.
 
Reason for Recommendation:  Contract No. 09B-5508 allocates $471,874 for provision of Weatherization services and $1,050,037 for provision of Energy Assistance services for eligible residents of El Dorado and Alpine Counties during the contract period of January 1, 2009 through June 30, 2010.  Upon execution, the contract is retroactive to January 1, 2009.  It was received from the State on December 24, 2008, and processing was expedited.  
 
The resolution further authorizes the Director or Assistant Director of Human Services to execute further documents relating to said Contract, including amendments thereto, contingent upon approval by County Counsel and Risk Management, that do not affect the maximum dollar amount or the term and subsequent required fiscal and programmatic reports and to perform any and all responsibilities relating to said Contract.  These services have historically been in great demand, and high energy costs render them even more critical to the many frail, vulnerable residents on fixed incomes.  The 2009 LIHEAP grant amount is approximately double that of the 2008 grant.  The Budget Transfer incorporates $725,807 in unanticipated new revenues with corresponding appropriations into the FY 08-09 Family Services Budget within Fund 11-107-001 (Index Code 531100).
 
Action to be taken following Board approval:
 
Board Clerk to provide Human Services, attention Amy Higdon at 3057 Briw Road with:
1.      Four (4) originals of 2009 LIHEAP Contract No. 09B-5508 signed by Chairman
2.      Three (3) Certified Resolutions
3.      One (1) copy of the signed Budget Transfer
Human Services to distribute as appropriate and return one fully executed Contract to the Board Clerk.
