Fiscal Impact/Change to Net County Cost:
There is no Fiscal Impact associated with this agenda item.  There is no Net County Cost.
 
Background:  
The El Dorado County Senior Center Pedestrian Access Improvements Project (Project) was a mitigation measure for the new Senior Center in El Dorado Hills.  Due to staff constraints, the General Services Department requested that the Transportation Department (Department) design and oversee construction of these improvements.  The improvements consist of the installation of a sidewalk along the entire frontage of the Senior Center adjacent to Lassen Lane, ramps, which are in compliance with the Americans with Disabilities Act, a crosswalk for the west leg of Lassen Lane, and count down pedestrian heads at the southwest and northwest corners of Lassen Lane at El Dorado Hills Boulevard.
 
Reason for Recommendation:
The Contract for the Project was executed by the Board on August 19, 2008.  The Project was substantially completed on December 20, 2008.
 
The Board actions above will start legal time frames for guarantees, a lien period, and return of retention monies.  Martin General Engineering, Inc. acceptance of the final Contract cost is attached and summarized below:

The construction budget for this Project was $94,800.  The increase in Contract item cost from $100,651 to $105,242 is due to an increase in estimated quantities for two Contract items.  Item 9, Roadway Excavation, was increased by $3,325 and item 14, Minor Concrete (curb and sidewalk), was increased by $1,266.  Contract Change Orders on this Project dealt with new curb and gutter and new traffic control loops.
 
Action to be taken following Board approval:
1)  The Chairman will sign the Notice of Completion.
2)  The Board Clerk will send the Notice of Completion to the Recorder/Clerk's Office for recordation and forward a copy of the recorded Notice of Completion to the Department.
