Fiscal Impact/Change to Net County Cost: No change.
There is no County share of cost or match requirement associated with the Marshall Foundation Grant.  All anticipated costs will be fully covered by the $2,520 grant.
 
Reason for Recommendation:
The Department of Human Services (DHS) became aware of the Marshall Medical Foundation for Community Health funding opportunity subsequent to the agenda deadline to obtain Board of Supervisors' approval of the application prior to the grant submittal deadline of November 10, 2008.  The application was submitted to seek funding for free day care services to caregivers who do not have or cannot afford care and supervision for loved ones while attending caregiver support groups or educational workshops, DHS
 
Since the grant required no County match, and rather than miss out on the opportunity to obtain funding, DHS submitted the application without Board ratification of the Department Director's signature on the application.  DHS had planned to request application signature ratification in conjunction with requesting Board execution of the anticipated grant agreement.  However, funding was awarded December 31, 2008 in the form of a Marshall Foundation check, with no further grant requirements.  The Budget Transfer incorporates the $2,520 in new revenues with corresponding appropriations into the FY 08-09 Senior Day Care Budget within Fund 11-107-002 Senior Day Care (Index Code 531160)
 
Action to be taken following board approval:
Board Clerk to process the Budget Transfer Request and provide Human Services at 3057 Briw Road, attention Amy Higdon, with one (1) copy of the signed Budget Transfer.
