Fiscal Impact/Change to Net County Cost:

Funding for this project is provided by Highway 50 TIM and has been included in the approved work program budget, identified as project number 71319.  There is no net cost to the County General Fund associated with this agenda item.

 

Background:

On November 6, 2007, the Board approved a Funding Agreement (AGMT 07-1491) with the El Dorado County Transportation Commission (EDCTC) for a project study of the Camino area Highway 50 corridor.  In July 2008, EDCTC applied for a Rural Safety Innovation Program (RSIP) Federal grant for ITS improvements at U.S. 50 and Still Meadows Road based on this report.   In August 2008, EDCTC was notified that this project was selected for an RSIP grant award for $304,000 which was eighty percent (80%) of the total estimated project cost of $380,000.  The remaining twenty percent (20%) or $76,000 is the required local match, which is being split 50/50 between EDCTC and County DOT.

 

Reason for Recommendation:

This Agreement provides for the County’s funding of fifty percent (50%) of the local match required for EDCTC’s federal grant for ITS improvements (Collision Countermeasure System) at the uncontrolled intersection of U.S. 50 and Still Meadows Road (Apple Café) in the Camino area.  This project is part of the U.S. Highway 50-Camino Alternate Route Study and Interchange Project (CIP Project #71319). 

 

The project will consist of two (2) types of actively illuminated warning signs located on the eastbound and westbound directions of U.S. 50; the system will automatically activate signs to graphically advise drivers of the presence of approaching cross traffic entering the highway from Still Meadows Road.  The project will be an innovative application of ITS technology as it will be the first project of its kind on the U.S. 50 corridor in California and will serve as a Caltrans ITS demonstration project.

 

Pursuant to the El Dorado County Charter, section 210b (6), the County may enter into any contract or agreement in cases where the Agreement is with or among any other governmental entities or agencies.

 

Action to be taken following Board approval:

1. The Chairman will sign two originals of Funding Agreement, AGMT # 08-52555 with EDCTC.

 

2. The Board Clerk will forward one original of the fully executed Funding Agreement to the Department for further processing.
