Background:
On March 9, 2008 the County entered into an agreement for services, #511-S0811, with Redwood Toxicology Laboratory, Inc. (Consultant) to perform drug screen tests on urine specimens, for a one year term, not to exceed $50,000.00.  
 
On June 03, 2008 (#08-0665, item #10) the Board approved Amendment I to said agreement, increasing the agreement's not to exceed amount by $20,000, to $70,000; and revising Exhibit B price schedule to include additional tests.  
 
Reason for Recommendation:
Redwood Toxicology Laboratory, Inc., agreement #511-S0811, Amendment II, will amend Article I, Scope of Services, Exhibit A, to reflect a change in Consultant's courier; amend Exhibit B, revising price schedule as Consultant has reduced their billing rates for El Dorado County; amend Article II, Term, to cover the  period of March 9, 2009 through March 8, 2011; and amend Article III, Compensation for Services, increasing the total amount of this agreement by an additional $150,000 ($70,000/yr for Probation and $5,000/yr for Sheriff's Office) for a total not to exceed $220,000.
 
Samples are tested for the presence of amphetamines, opiates, barbiturates, cocaine, benzodiazepines, creatinine, alcohol, and/or THC; and test results are transmitted to the County within 48 hours of their receipt by Consultant.  Consultant has access to the necessary lab facilities, is able to procure the related equipment, pay salary and benefits for licensed lab facilities, and is able to provide testing of juvenile and adult offenders for all West Slope and South Lake Tahoe divisions of Probation and the Sheriff's Department on an as-requested basis.
 
Consultant offers one of the most comprehensive test menus as required by the Courts; the fees are the most competitive, and the Consultant does not charge for re-testing on positive results.  
 
The County officers with responsibilities for administering this agreement are Doreen Klimovich, Fiscal Administrative Manager, Probation, and Mary Pierce, Fiscal Administrative Manager, Sheriff's Office.    
 
Action to be taken following Board approval:
1.      Chairman to sign two originals of agreement #511-S0811, AMDT II
2.      Probation Department shall distribute executed agreement to vendor.
3.       Procurement and Contracts shall increase the Blanket Purchase Order.
