Department of Transportation (DOT) recommending the Board hold a workshop to discuss the DOT 5-year Erosion Improvement Program (EIP) for South Lake Tahoe, and the DOT 5-year Capital Improvement Programs (CIPs) for Airports, Road Maintenance, and Trails and receive direction.
 
Body      
Fiscal Impact/Change to Net County Cost:  For the Tahoe EIP, and the Road Maintenance and Airports CIPs, there is no General Fund proposed to be used in the CIPs.  Therefore, there is no change to the Net County Cost. For the Trails CIP, there is $18,500.00 of General Funds programmed for FY08/09 to be used as a match for grants. (The $18,500.00 from the General Fund was approved with a budget transfer by the Board on November 18, 2008.)
 
Background:
 
Due to the proposed changes in the way the California Tahoe Conservancy (CTC) grants will be allocated, DOT faces the possibility of seeing diminished revenues available for Tahoe erosion improvement projects in the future. Part of this workshop is to discuss with the Board the possible scenarios for future grant funding for Tahoe and the implications of each alternative.  A second part is to get direction from the Board on DOT's proposed alternatives addressing the different funding scenarios.
 
DOT will also present the proposed 5-year Road Maintenance CIP, the Trail CIP, and the 7-year Airport CIP for discussion and direction.
 
Reason for Recommendation:
 
DOT is obligated to submit an updated CIP annually to the Board for adoption. This workshop will provide DOT with Board direction in developing a final draft of the CIP for adoption.
 
Action to be taken following Board approval:
 
DOT will take the Board recommendations and revise the CIP and return to the Board for adoption of the CIP in early April.
