Chief Administrative Office, Procurement and Contracts Division, recommending 1) award of Bid 09-070-051 for the purchase of new fleet vehicles to Hansel Ford of Santa Rosa, CA in the amount of $383,391.44 (bid vehicle A), Albany Ford of Albany, CA (bid vehicle M) in the amount of $81,853.45, and Harrold Ford of Sacramento, CA (bid vehicle B) in the amount of $83,221.15 including sales tax and tire tax for the Sheriff's Department and the Department of Transportation; and authorize the Purchasing Agent to issue additional purchase orders on a "as needed" basis during the awarded period if funding is available within the requesting Department's budget.

REASON FOR RECOMMENDATION: At the request of the General Services Department, the Procurement and Contracts Division issued an Invitation to Bid for the purchase of new and replacement fleet vehicles. The replacement of fleet vehicles is generally determined when the vehicle reaches the targeted mileage standardized by Fleet Management, or replaced due to accidents in which the vehicle could not be repaired. Eighteen (18) vehicle types were included in the bid solicitation. However, fifteen (15) of these vehicles were bid on an "as needed" basis and are not being awarded.
The vehicles recommended for purchase include 16 Sheriff Patrol sedans (Bid Vehicle A), three Sheriff Patrol sport utility vehicles (Bid Vehicle B) and three schoolbus yellow pick up trucks for the Department of Transportation.
The recommended vehicle purchases have been included in the FY 2008-09 budget and are in compliance with Board policy D-4, Vehicle Use - Privately Owned and County Owned Vehicles.
Thirty (30) Invitations to Bid were mailed, five (5) to local vendors. Eight (8) responses were received, two (2) from local vendors. A spreadsheet showing the bid results is attached for your review. The following is a summary of the purchase orders to be issued:

FISCAL IMPACT/CHANGE TO NET COUNTY COST: Procurement and Contracts has been advised that funding is available within General Services', Fleet Operating Budget (Non-General Fund).
ACTION TO BE TAKEN FOLLOWING APPROVAL: Following Board approval, the Procurement and Contracts division will issue purchase orders to Hansel Ford, Albany Ford, and Harrold Ford totaling $548,446.04.
