DEPARTMENT RECOMMENDATION
Community Development Services, Environmental Management Department (Environmental Management), recommending the Board approve and authorize the Chair to sign Agreement for Services 264-O1811 with El Dorado Irrigation District (EID) with a term of three years to receive compensation for inspection services of hazardous waste storage and disposal facilities for automobile servicing businesses with wastewater connection services to EID in the County.
DISCUSSION / BACKGROUND
EID requires all automobile-servicing businesses within its sewer collection system area to apply for and adhere to an individually issued Wastewater Discharge Permit (Permit) by EID. Active Permits require periodic inspections by EID program staff to verify compliance. Environmental Management's Hazardous Materials Unit is approved by the California Environmental Protection Agency (Cal-EPA) as the Certified Unified Program Agency (CUPA) for the County and administers the local government programs overseeing Hazardous Materials Storage/Business Plans and Hazardous Waste Generators for commercial businesses, including but not limited to, auto businesses. Environmental Management staff perform periodic inspections to verify compliance of the Permit requirements.
Since Environmental Management staff already conduct inspections and generate reports for auto businesses under the CUPA program similar to EID’s inspections and reports, Environmental Management will provide printable electronic copies of reports identifying various acute and non-acute hazards documented during the inspections to EID. The reimbursement cost shall be set at a flat rate of $20.00 per facility inspection for the term of the Agreement.
Environmental Management and EID have negotiated this Agreement to provide relief to businesses complying with overlapping environmental compliance requirements of both respective local agencies by coordinating resources to reduce the cost and time to businesses that are required to meet environmental compliance requirements of both Environmental Management and EID.
ALTERNATIVES
The Board could choose to not approve the Agreement. This would result in businesses being subject to additional costs from EID and time spent in order to comply with the requirements of both Environmental Management and EID.
OTHER DEPARTMENT / AGENCY INVOLVEMENT
County Counsel and Risk Management have approved the proposed Agreement.
CAO RECOMMENDATION
It is recommended that the Board approve this item.
FINANCIAL IMPACT
There is no change in Net County Cost associated with this Agreement. The proposed Agreement provides for reimbursement from EID to Environmental Management for its expenses on a per inspection basis. Funding will be provided by a reimbursement to the Environmental Management Department from El Dorado Irrigation District on a per facility inspection basis with a flat rate of $20.00 per inspection.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) Clerk of the Board will obtain the Chair’s signature on two (2) original copies of the Agreement.
2) Clerk of the Board will forward one (1) fully-executed original copy of the Agreement to the CDS Contracts and Procurement Unit for further processing.
