DEPARTMENT RECOMMENDATION

Community Development Services (CDS), Department of Transportation (Transportation), recommending the Board approve and authorize the Director of Transportation to sign a Modification to the United States Forest Service (USFS) Domestic Grant 13-DG-11051900-029 (Grant) which will increase the current grant funding in the amount of $275,000 from $2,268,538 to $2,543,538 for use on the Country Club Heights Erosion Control Project (Project).

 

DISCUSSION / BACKGROUND

On July 23, 2013 (Item 10), the Board accepted $1,555,000 in Grant funds from the USFS under Domestic Grant 13-DG-11051900-029.  On August 30, 2016 (Item 20), the Board accepted an additional $683,226 in funds amending the Grant to a new total of $2,238,226 (USFS Modifications 3 and 4).  On April 11, 2017 (Item 20), the Board accepted an additional $30,312 in funds amending the Grant to a new total of $2,268,538 (USFS Modification 6).

 

The USFS recently requested implementation proposals for additional funding under this Grant, and Transportation staff submitted proposals.  Transportation was awarded additional funding for the Project.  Transportation requests that the Board approve this funding and authorize the Director of Transportation to sign a Modification Form to accept the funding.  This grant funding requires the County provide a 1:1 match.  Transportation staff will use California Tahoe Conservancy funds to match the Grant funds.

 

ALTERNATIVES

The Board could choose to not approve receipt of the remaining Grant funds per a Grant Modification.  This action would require Transportation to utilize other funding for the Project.

CAO RECOMMENDATION / COMMENTS

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

The proposed Grant Modification would have no impact to Net County Cost.  Approval of the proposed additional grant funds will free up more flexible funding already programmed for the Project and allow Transportation to utilize these more flexible funds on other projects in the Tahoe Basin.
