Title
Health and Human Services Agency, Public Health Division, recommending the Board consider the following:
1) Authorize the Chair to sign retroactive Agreement for Services 042-S1411 with Koefran Industries for the provision of animal carcass and medical/ biohazardous waste collection and disposal services in the not-to-exceed amount of $138,900 for the term July 1, 2013 through December 31, 2017; and
2) Authorize the Chief Administrative Officer or their designee to execute further documents relating to the above noted Agreement, including amendments thereto, contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or term of the Agreement.
FUNDING: Fees and fines paid to Animal Services, General Fund.

Fiscal Impact/Change to Net County Cost
There is no change to the Net County Cost associated with this Agreement. Funds for anticipated annual expenditures are included in the County Budget Request for Fiscal Year (FY) 13-14, will be included in the County Budget Requests for FY 14-15, FY 15-16, FY 16-17, and FY 17-18.
Retroactive Term
Agreement is retroactive due to longer than anticipated negotiations with Contractor.
Background
Koefran Industries has provided animal carcass disposal services for veterinarians, animal shelters, and humane societies throughout Northern California and Nevada for nearly 30 years. The County's Animal Services Department began contracting with Koefran for animal carcass disposal services in December 2004. Koefran collects and disposes of small animal carcasses (under 225 pounds in weight), biohazardous waste carcasses (animal heads that have tested positive for rabies frozen and stored in freezer units at the Placerville and South Lake Tahoe Animal Shelters), and medical/biohazardous waste (containers containing used needles) according to industry standards. Carcasses over 225 pounds can be delivered to Contractor's Sacramento rendering plant by Animal Services staff or staff can contact Contractor to pick up the carcasses.
Reason for Recommendation
The Health and Human Services Agency recommends approval of Agreement for Services 042-S1411 to ensure continued and appropriate removal and disposal of animal carcasses and medical/biohazardous waste pursuant to California Health and Safety Code Chapter 8, Section 118240 and California Food and Agriculture Code Section 9141-9143.
Action(s) to be taken following Board approval
1. Chair to sign two (2) original Agreements 042-S1411;
2. Board Clerk to return one signed original to HHSA, Contracts Unit, at 3057 Briw Road, Suite A;
3. HHSA to submit the originally signed document to Koefran Industries; and
4. As applicable, the Chief Administrative Officer or their designee to execute further documents relating to Agreement for Services 042-S1411, including amendments thereto, contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or term of the Agreement.
