2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 593 (312-S1811), including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign Agreement for Services #593 (312-S1811) with California Psychiatric Transitions, Inc. (CPT) for the provision of long-term residential treatment for mentally ill adults as HHSA needs to provide and maintain capacity for residential treatment services at the higher level of acuity available through CPT.

 

Additionally, HHSA has determined that services provided pursuant to this Agreement #593 (312-S1811) satisfy the criteria defined in Chapter 3.13, Section 3.13.030 of the County Ordinance in that the work performed under this Agreement is on an “as requested” basis; therefore, it is more economical and feasible to engage an independent contractor for long-term residential treatment for mentally ill adults.  Furthermore, the County does not possess the facilities.

 

 

DISCUSSION / BACKGROUND:

CPT is a 24/7 Mental Health Rehabilitation Center (MHRC), licensed by the Department of Health Care Services (DHCS), located in Merced County, that has been providing long-term residential psychiatric treatment for County adults since March 7, 2008.  CPT provides treatment services for multiple acuity levels and provides an alternative to State hospital placements for individuals who meet the eligibility criteria established by CPT.  CPT also operates a facility that addresses the needs and concerns for individuals who have been court-ordered to a diversion program or have committed felonies/misdemeanors and are currently unable to stand trial (i.e., incompetent to stand trial as per California Penal Code).  Services are provided on an “as requested” basis.

 

 

ALTERNATIVES:

Disapproval of Agreement for Services #593 (312-S1811) will result in the inability of HHSA to comply with court orders related to diversion programs, diminish the ability for HHSA to meet the service demands of the community, and disrupt the service plans of clients who may already be receiving residential services from this vendor.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the Fiscal Year 2017/18 Budget, and will be included in future budgets for the term of the Agreement.

1) Clerk of the Board to obtain signature of Chair on two (2) original Agreements for Services #593 (312-S1811).

2) Clerk of the Board to return one (1) fully executed Agreement to the Chief Administrative Office Procurement and Contracts Division.
