Title: Sheriff’s Office recommending the Board approve and authorize the Chair to sign a Cooperative Service Agreement with the El Dorado County Fire Protection District for medical support for the El Dorado Sheriff’s Office (EDSO) Special Weapons And Tactics (SWAT) Team by providing Tactical Medics (TMs) who are paramedics specially trained and qualified to provide medical support to the EDSO SWAT Team during call-outs/missions and training, with the term retroactive to September 23, 2017 and continuing through September 22, 2019, and renewed annually at the election of the parties. DEPARTMENT RECOMMENDATION
The EDSO is recommending the signing of this Agreement to permit the use of trained paramedics from the El Dorado County Fire Protection District to assist the SWAT Team.

DISCUSSION / BACKGROUND
On September 23, 2014, the Board approved the original one-year Cooperative Service Agreement with the El Dorado County Fire Protection District for medical support for the SWAT Team by providing Tactical Medics (TMs) to provide medical support during call-outs, missions and training. The second agreement that was entered into was Contract #131-M1610 which was executed on 12/5/15 for a 2 year period. Amendment I to Contract #131-M1610 changed the term to 09/23/15-09/22/17 from 12/8/15-12/7/17. This new agreement will establish the term 09/23/17-09/22/19.

Recognizing the dangerous conditions and potential for injury during tactical law enforcement deployments and trainings, the EDSO and the El Dorado County Fire Protection District have decided to continue this jointly developed Agreement for a two- year term to provide necessary personnel for on-scene medical care.
