Reason for Recommendation:
The Contract for the Asphalt Concrete Overlay of Cold Springs Road Project (Project) on Cold Springs Road near Placerville was executed by the Board on September 19, 2008. The Project was substantially completed on October 23, 2008.

A. Teichert & Son, Inc. dba Teichert Construction (Consultant) signed the Notice of Completion (NOC) on December 1, 2008. The delay in the Transportation Department's acceptance of the NOC was due to the need to resolve payroll and prevailing wage issues.

The Board actions above will start legal time frames for guarantees, a lien period, and return of retention monies. Consultant's acceptance of the final Contract cost is attached and summarized below:

The construction budget for this Project, as reflected in the Transportation Department's Proposed Draft Five-Year Capital Improvement Program 2009, was $585,000.00. The increase in contract item cost from $493,436.00 to $498,878.64 was due to actual costs varying due to field conditions. The item with an increase was item 2, asphalt concrete (type A), which increased by $5,442.64
