Health Services Department recommending the Board authorize the Chairman to sign Amendment I to Agreement for Services 812-S0811 (710-PHD0308) with New Morning Youth & Family Services, amending Article 2.1 Administrator and Article 2.2 Notice to Parties to reflect staffing changes; amending Articles 3.3 Amount of Funding, and 3.4 Standardized Billing Rates, to reflect State of California Drug Medi-Cal rates; and replacing Exhibit B Standardized Rate Structure with an amended Exhibit B, Standardized Service Definitions.
FUNDING: El Dorado County Alcohol and Drug Program receives State and Federal funding for this Alcohol and Other Drug Counseling Services program.

Fiscal Impact/Change to Net County Cost: $0. There is no change to the Provisional or Not-to-Exceed amounts of this Agreement.
Background: State of California provides Substance Abuse Prevention and Treatment (SAPT) federal block grant funds via the Substance Abuse Treatment and Testing Accountability Act (SATTA) along with State General Fund Discretionary, Perinatal Discretionary, and Drug Medi-Cal funding to the El Dorado County Alcohol & Drug Program. New Morning Youth & Family Services provides alcohol and other drug counseling services for clients who qualify to participate in the program.
State of California budget for FY 2008-09 reduced Drug Medi-Cal (DMC) reimbursement rates with a potential for future reductions at the State level. The Health Services Department determined at that time it would be in the best interest of the County to adopt language that would ensure rates for these services confirmed to the DMC rates currently and in the future, automatically adjusting as necessary. Therefore, language in the amendment reflects these changes and Exhibit B, Standardized Rate Structure, is replaced by a new Exhibit B, Standardized Service Definitions.
Reason for Recommendation: Adoption of the DMC rates and replacement of Exhibit B eliminates any potential for disparity between DMC rates and provider services invoices.
Action to be taken following Board approval:
1. Chairman to sign three (3) Amendments I to Agreement 812-S0811.
2. Board Clerk's Office to return two (2) fully executed Amendments I to Agreement 812-S0811 to the Health Services Department.
3. Health Services Department to distribute documents as appropriate.
