1)  Approve the addition of the Elks Club Drive Capital Overlay and Rehabilitation Project to the 2017 Capital Improvement Program; and

2)  Approve and adopt the Plans and Contract Documents and authorize the Chair to sign the Plans; and

3)  Authorize advertisement for construction bids.

 

DISCUSSION / BACKGROUND

At the Board's June 20, 2017 meeting (Item 32), Transportation informed the Board that it would be funding the Project using a portion of the $3.0 million of local discretionary funding that the Board allocated for road maintenance as part of the FY 17/18 budget.  Transportation added the Project to the Capital Overlay Rehabilitation Program (CORP), which was adopted by the Board as part of the 2017 Capital Improvement Program (CIP) on June 27, 2017(Item 25). However, the Project was never formally added as a stand-alone CIP project, which has been standard past procedure when CORP projects such as the subject Project are funded and delivered.  Therefore, the first recommended action is that the Board add the Project to the 2017 CIP as a stand-alone project.

 

The proposed Project provides for a 3” asphalt concrete grind and 2” overlay and associated work throughout the limits of the Project.  In order to extend the useful life of the pavement, the Project also proposes to install a layer of pavement reinforcement material after grinding and before installation of the overlay.  The Project will also replace striping and dike/asphalt concrete swales with concrete curb and gutter.

 

The Project is located in the Tahoe Basin near the Meyers corridor.  Elks Club Drive is the County’s portion of a link between U.S. 50 and Pioneer Trail used by more than 2,099 motorists every day.  The pavement condition index (PCI) of this road is 29/100 (poor).  The low PCIs coupled with high usage by motorists make Elks Club Drive a prime candidate for an overlay project. 

 

Upon Board approval, Transportation will proceed with the bid process and return to the Board for consideration to award the construction contract, pursuant to Transportation’s recommendation.  Transportation anticipates scheduling the construction contract award for the May 8, 2018 Board meeting.

 

ALTERNATIVES

1) Do not approve the Contract Documents.  Transportation will make any changes requested by the Board and return at a later date.

2) Do not authorize advertisement for bids.  Transportation will make any changes requested by the Board and return at a later date.

3) Cancel the Project.  Elks Club Drive will continue to degrade, increasing costs for future rehabilitation.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel and Risk Management have reviewed and approved the Contract Documents.

 

CAO RECOMMENDATION / COMMENTS

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no Net County Cost associated with this item.  The Board will not obligate the County with the current requested action.  The obligation will result from the subsequent action of awarding the bid.  The total estimated cost for the Project’s construction phase is $922,000, which includes construction items of work, construction management, inspection, materials testing, supplemental costs, and contingencies

 

Funding for the Project will be provided by Local Discretionary Funds (100%).

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on the Construction Plan cover sheet for the Project.

2) The Clerk of the Board will forward the original signed Construction Plan cover sheet to John Kahling, CDS Transportation, Headington Engineering.
