DEPARTMENT RECOMMENDATION

Community Development Services, Environmental Management Department (Environmental Management), recommending the Board approve and authorize the Chair to sign Agreement for Services 2554 with Stantec Consulting Services, Inc. (Stantec), for the provision of as-needed wastewater treatment plant general engineering and construction quality assurance services for the Union Mine Wastewater Treatment Plant, with a not-to-exceed amount of $150,000, and with a term of three (3) years.

 

Make findings that an outside independent consultant can more economically and feasibly perform work in accordance with County Ordinance Chapter 3.13, Section 3.13.030.

 

DISCUSSION / BACKGROUND

In 2017, the Community Development Agency (CDA) and County’s Procurement and Contracts Division issued Request for Qualifications 17-918-020 to establish a list of qualified firms for twenty-seven (27) categories of professional services, including categories for wastewater treatment plant engineering services for the Union Mine Disposal Site.

 

In accordance with procurement Policy C-17, Section 7.10, Request for Qualifications, the CDA formed an evaluation committee to review all the categories. The committee reviewed responses for the category of wastewater treatment plant engineering services on the basis of each consultant’s experience with state and/or regional water board and air quality permitting and processes as well as wastewater treatment plant design and engineering. It was determined that Tetra Tech BAS, Inc., dba Bryan A. Stirrat & Associates (Tetra Tech), and Stantec were the two qualified firms to perform wastewater treatment plant engineering services. Environmental Management currently has one as-needed agreement with Tetra Tech and is seeking the Board’s consideration of having a second as-needed agreement with Stantec for these services in order to implement a competitive process as these services are required.

 

Environmental Management has concluded that an outside independent consultant can more economically and feasibly perform the needed work in accordance with County Ordinance Chapter 3.13, Section 3.13.030, as Environmental Management does not possess the trained personnel or equipment necessary to perform wastewater treatment plant engineering services. Having agreements with two (2) independent engineering firms will provide an informal bid process for each wastewater treatment plant engineering services project that is competitive, allowing the County to potentially realize cost savings that may not be available with only one (1) service agreement.

 

ALTERNATIVES

The Board could reject the recommendation to an additional agreement to provide wastewater treatment plant general engineering services. This could potentially increase costs associated with completing the work as there would only be a single consultant and no competitive process.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel and Risk Management have approved the proposed Agreement.

 

CAO RECOMMENDATION

 It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

Funding is available in Fiscal Year 2017/18 Adopted Budget and will be included in the FY 2018/19 and 2019/20 recommended budgets. There is no change in Net County Cost.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Board Clerk will obtain the Chair’s signature on two (2) originals of the  Agreement; and

2) The Board Clerk will forward one (1) original of the agreement to the Chief Administrative Office, Procurement and Contracts Division, for distribution.
