DISCUSSION / BACKGROUND
All existing analog cameras and legacy digital video recorders (DVR) are between four and eight years old. All warranties have expired and equipment is at end of life. In addition, existing DVR’s are not in compliance with the state statute requiring a one year retention period of all video images. The proposed server with the expansion pack will house additional hard drives in order to comply with CA State Assembly Bill 839 Section 3, 26206.6.
Video monitoring and recording of the premises is essential to the Probation Department's enhancement of safety for the public, clients and staff. The proposed server will allow the department to complete the transition from analog to digital equipment and bring all locations up to an industry standard. The server cost is $23,948.45 and was included in the amount of the previously authorized Budget Transfer for the Shingle Springs Field Office Security Camera Project; however the fixed asset was not added to the list at that time.
ALTERNATIVES
If the purchase not approved, the department would not be able to comply with the statutory video retention requirements.
