DEPARTMENT RECOMMENDATION

Community Development Services, Department of Transportation (Transportation), recommending the Board consider the following:

1) Award Request for Proposal (RFP) 18-961-032 for the provision of services for an Engineering Consultant on the Diamond Springs Parkway Project (Project), CIP 72334, to the successful proposer Aptim Environmental & Infrastructure, Inc.;

2) Authorize Transportation to negotiate an Agreement for Services (Agreement) with the successful proposer, with a term of three years and a not-to-exceed amount of $300,000; and

3) Direct the Department of Transportation to return to the Board with the results of the negotiations and proposed contract for services.

 

Staff is also recommending the Board make findings that it is more economical and feasible to engage an outside consultant to assist the County with environmental remediation of the former lime plant site that is located within the Project’s footprint in accordance with Ordinance 3.13.040.

 

There are specialty skills required for the work to be performed under this Agreement that are not expressly identified in County classifications.  The level of work is too infrequent to warrant hiring new employees.  The independent consultant will serve as short term, highly specialized staff support on the very critical and time sensitive Project.

 

DISCUSSION / BACKGROUND

In January 2018, at the request of Transportation, the Procurement and Contracts Division of the Chief Administrative Office issued the RFP for an engineering consultant for the environmental remediation of the former lime plant site on the Project.  The Project includes a proposed 4-lane arterial road that will connect Missouri Flat Road and State Route 49 near the community of Diamond Springs.  A portion of the Project will be constructed on the site of a former lime plant in which there are recognized environmental conditions.  Residual lime materials exist at various depths within the site and are currently contributing to storm water runoff with elevated pH levels.  The successful proposer will assist the County with environmental remediation engineering and design necessary for the County’s acquisition of the property for the Project.

 

The County received four (4) proposals for the RFP.  Staff reviewed and ranked all proposals received, and recommends that the Agreement be awarded to top ranked successful proposer, Aptim Environmental & Infrastructure, Inc., for a not-to-exceed amount of $300,000 and for a term of three years.

 

ALTERNATIVES

The Board could choose not to award the RFP and authorize Transportation to negotiate the Agreement.  Transportation would not be able to continue the necessary environmental remediation for the Project.

It is recommended that the Board approve this item. 

 

FINANCIAL IMPACT

The Project is included in Transportation’s 2017 CIP, which was adopted by the Board on June 27, 2017 (Item 25), and is funded by local transportation funds.  There is no net County cost associated with this item.
