Chief Administrative Office, Procurement and Contracts Division, (1) presenting a list of items surplus to the needs of the County and recommending the Board so declare and authorize disposal of same in accordance with the procedures outlined in the County's Purchasing Ordinance, Chapter 3.12; (2) presenting a 1990 John Deere Model 410C Backhoe (County Tag 200196) for donation to the El Dorado County Fair for use by its maintenance department and recommending the Board surplus the item and authorize donation of same in accordance with the procedures outlined in the County's Purchasing Ordinance, Chapter 3.12; and (3) recommending the Board accept the donation of a 1973 Case Model 580-B Backhoe, serial 5268085, California license SE313798 from the El Dorado County Fair to be used by the Transportation Department to comply with the terms of Grant funding.

Reason for Recommendation: The Department of Transportation (DOT) purchased the following equipment with Grant funding from Air Resources Board (ARB) Grant Number G06-PA638 to replace existing equipment:
- One (1) Pape Model 7320T 310SJ Backhoe Loader
- One (1) John Deere model 624K Four Wheel Drive Loader
- Two (2) John Deere model 772 G Motor Graders
The equipment replaced by these purchases is:
- One (1) 1990 John Deere Model 410C Backhoe
- One (1) 1982 John Deere Motor Grader model 670A
- One (1) 1987 John Deere Motor Grader model 670
- One (1) 1983 John Deere Loader model 544C
A list of the items of surplus is attached for your review.
A condition of this Grant was the disposal as scrap of the replaced equipment. The Department of Transportation identified a need within the El Dorado County Fair to replace the backhoe equipment in use by the Fair and contacted the Air Resources Board to obtain clarification and permission to satisfy the terms of the Grant by donation and exchange of the existing DOT equipment to the El Dorado County Fair and the scrapping of the backhoe equipment received from the Fair in accordance with the terms of the Grant.
Attached is a letter of agreement with the El Dorado County Fair for the exchange of equipment; written communication to the Air Resources Board and e-mail correspondence containing the ARB's approval of the use of the 1973 Case Model 580-B Backhoe as the scrapped equipment to comply with the terms of the Grant.
The 1990 John Deere Model 410C Backhoe donated to the El Dorado County Fair will be used for general maintenance of the fairgrounds. The Purchasing Agent will donate said property in accordance with the Purchasing Ordinance as noted in Section 3.12.220 thereof. The 1973 Case Backhoe Model 580-B received as a donation from the El Dorado County Fair, the 1982 John Deere Motor Grader model 670A, the 1987 John Deere Motor Grader model 670 and the 1983 John Deere Loader model 544C will be scrapped in accordance with the terms of ARB Grant No. G06-PA38.
Fiscal Impact: None.
Action to be taken following approval: Upon approval of the recommendation, the Purchasing Agent will initiate the surplus property donation agreement with the El Dorado County Fair for the donation of said property and the County will take ownership of the backhoe donated by the El Dorado County Fair for the purpose of disposing as scrap with the other replaced equipment in compliance with the terms of the ARB Grant.
