Fiscal Impact/Change to Net County Cost: No Change. There is no increase to El Dorado County’s estimated maximum annual cost of $2,000 for project-related administrative costs designated by the State as ineligible for reimbursement to the Consortium. The Memorandum of Understanding is funded by the Social Services allocation with required County match met primarily with non-General Fund resources. Funds are budgeted for FY 2008-09 and will be included in the budget request for each future fiscal year.

Background: In 1984, California legislature passed and the Governor signed Senate Bill 1379 (Welfare and Institutions Code [WIC] §10816 - 10824) mandating the development of a computerized Statewide Automated Welfare System (SAWS) for California. Counties were given authorization to organize themselves into four consortia to initiate the development of SAWS. The Interim Statewide Automated Welfare System (ISAWS) is one of the four original consortia and is composed of 35 counties, including El Dorado County (EDC). WIC §10823.1 mandates the migration of the ISAWS Consortium counties to one or more statewide automated welfare system consortia before the scheduled decommission date of ISAWS on January 31, 2011.
