Fiscal Impact/Change to Net County Cost:  No Change.  There is no increase to El Dorado County's estimated maximum annual cost of $2,000 for project-related administrative costs designated by the State as ineligible for reimbursement to the Consortium.  The Memorandum of Understanding is funded by the Social Services allocation with required County match met primarily with non-General Fund resources.  Funds are budgeted for FY 2008-09 and will be included in the budget request for each future fiscal year.
 
Background:   In 1984, California legislature passed and the Governor signed Senate Bill 1379 (Welfare and Institutions Code [WIC] §10816 - 10824) mandating the development of a computerized Statewide Automated Welfare System (SAWS) for California.  Counties were given authorization to organize themselves into four consortia to initiate the development of SAWS.  The Interim Statewide Automated Welfare System (ISAWS) is one of the four original consortia and is composed of 35 counties, including El Dorado County (EDC).  WIC §10823.1 mandates the migration of the ISAWS Consortium counties to one or more statewide automated welfare system consortia before the scheduled decommission date of ISAWS on January 31, 2011.  In November 2004, the 35 ISAWS counties unanimously voted to become members of the California Statewide Automated Welfare Systems Consortium IV (C-IV) and implement its automated C-IV Automated Welfare System.  
 
On April 12, 2007 the Board approved and executed two (2) documents with C-IV: a Joint Powers of Agreement (JPA), which delineates the Consortium's powers to act in its own name to make and enter into contracts, employ agents and incur debts and obligations and MOU 905-M0810, which delineates the areas of understanding and agreement with the migrating counties with regard to design, development, implementation, ongoing operation and maintenance of the C-IV Automated Welfare System.  On June 10, 2008, the Board approved and executed Amendment I to 905-M0810, which further delineated the areas of understanding and agreement between C-IV and the migrating counties with regard to payment for ineligible project-related administrative costs.
 
Reason for Recommendation:   The ISAWS Consortium project is scheduled to be decommissioned on or before January 31, 2011 and the C-IV Consortium (C-IV) will assume the roles and duties of the ISAWS Consortium (ISAWS) prior to termination of the current ISAWS Consortium project.  C-IV is State-supervised and participation by El Dorado County is mandatory.  Memorandum of Understanding 905-M0810 is being amended a second time to further delineate the areas of understanding and agreement as they relate to the migration of ISAWS counties to C-IV and the acquisition and transfer of C-IV assets to ISAWS migrating counties to help facilitate said migration, including providing more clearly defined maintenance and operation cost-claiming procedures to assist migrating ISAWS counties budget and obtain reimbursement for additional C-IV local hardware, software and other separate services.  
 
There are no additional costs associated with this MOU.  Each county will continue to pay its share of maintenance and operations (M&O) costs designated by the State as ineligible for reimbursement using county administrative cost sharing ratios provided by law and in compliance with the federally approved County Welfare Department Cost Allocation Plan.  This MOU automatically renews for successive one-year terms unless terminated pursuant to terms and conditions contained therein.  
 
Action to be taken following Board approval:
1)  Chairman to sign three (3) original Amendment II to MOU 905-M0810.
2)  Board Clerk's Office to return two (2) original Amendment II to MOU 905-M0810 to Human Services at Briw Road.
3)  Department to distribute as appropriate.
