Fiscal Impact/Change to Net County Cost: Should a NACCHO grant be awarded, El Dorado County could receive up to $100,000 for the term April 1, 2009 through September 29, 2009. There would be no change to Net County cost.

Background: The Health Services Department has taken an active role in establishing temporary warming/cooling centers during extreme weather conditions. This grant would fund a formal three-phase process to (1) complete a needs analysis in the County identifying target areas of risk and geographic locations for centers; (2) coordinate with emergency response partners within the County to adopt an operational plan for activation; and (3) test the plan by activating a warming/cooling center and evaluating the process.

Reason for Recommendation: Historically, extreme weather conditions have required a Public Health Division response to community need for warming/cooling centers. This grant would fund a formal process for establishing a warming/cooling center response.

Due to the limited timeframe for the Department to apply for this grant, Health Services submitted a letter of intent, along with documentation required to meet the Grantor’s deadline; however, in accordance with Board of Supervisor's Policy Number A-6, the letter notified the Grantor that the submission cannot be considered binding pending approval by the Board of Supervisors. The Department asks the Board to ratify authority for this grant application.
