Title: Health Services Department recommending the Board approve in concept, the submittal of an application to the Department of Health and Human Services (DHHS) - National Institutes of Health for grant funding in the amount of up to $250,000 for a two year project for “Community Participation Research Targeting the Medically Underserved.” FUNDING: Should a grant be awarded, El Dorado County could receive up to $250,000 over a two year period to develop a community-based marketing campaign to address sexually transmitted disease (STD) questions and concerns within the community.

Health Services Department recommending the Board approve in concept, the submittal of an application to the Department of Health and Human Services (DHHS) - National Institutes of Health for grant funding in the amount of up to $250,000 for a two year project for "Community Participation Research Targeting the Medically Underserved."

Fiscal Impact/Change to Net County Cost:    No change to net County cost.
 
Background:       The Health Services Department has been actively involved in the community in education, prevention, and treatment of STDs.  The long term goal of this project is to recruit community members to assist in the design and implementation of a social campaign that promotes and encourages beneficial behavior change among high risk individuals in El Dorado County.
 
Based on the criteria set forth by the DHHS, certain geographic locations in El Dorado County (specifically North El Dorado County and Pollock Pines) would meet the guidelines for medically underserved, thus making El Dorado County eligible for this grant.
 
Reason for Recommendation:     In keeping with the overall mission of the Health Services Department, this project would allow ongoing research and promotion of education and disease prevention activities in El Dorado County.
 
 
Action to be taken following Board approval:
1.      Upon approval by the Board, authorize the Department Head to sign appropriate documents for transmittal of the proposal to the granting authority in time for the submission deadline of April 15, 2009.
2.   Department to return to the Board to execute grant documents, if successful.
