Title: Sheriff's Department recommending the Board authorize the Sheriff to sign retroactive Memorandum of Understanding 598-M0910 for the Central Valley High Intensity Drug Trafficking Area (HIDTA) and Mountain and Valley Marijuana Investigation Team (MAVMIT) to effectively enforce the controlled substance laws of the State of California, as well as all federal laws relating to the smuggling, trafficking and cultivation of controlled substances.

Background: The purpose of this newly formed multi-agency MOU is to endeavor to effectively enforce the controlled substance laws of the State of California as expressed in the Health and Safety Code, as well as all federal laws relating to the smuggling, trafficking and cultivation of controlled substances.  This task force concept will increase the flow of information between law enforcement agencies and provide a highly trained and mobile specialized enforcement team.
 
Reason for Recommendation:  The El Dorado County Sheriff's Office would like to participate in this task force and foresees a benefit to the citizens of the County of El Dorado by curbing the influx  of drugs from surrounding counties as well as gleening revenues derived through potential asset seizures.
 
The term of the agreement is indefinite and is retroactive to April 1, 2008.  
 
Action to be taken following Board approval: The Sheriff will sign the MOU.
