Fiscal Impact/Change to Net County Cost: The cost of this amendment is $2,100 for a total contract amount of $72,350.  Funding for this contract is included in the Department's budget and in the approved MHSA Community Services and Supports (CSS) Plan.  There is no Change to Net County Cost.

Background: California Institute for Mental Health (CIMH) was established in 1993 by local mental health directors to provide training, technical assistance, research, and policy development.  CIMH works collaboratively with all mental health stakeholders to promote healthy communities and to reduce stigma and discrimination.

This agreement has allowed the Mental Health Division to obtain training for clinicians in Functional Family Therapy (FFT), a family intervention which targets youth (12 to 17 years of age) who are at risk and/or presenting serious delinquency, violence and/or substance abuse issues. FFT has been rigorously evaluated and found to achieve positive outcomes, including: reduction in criminal activity, reduction in violent behavior, improved family interactions, and prevention of younger siblings entry into high risk behaviors.  An important element of the implementation of FFT is that clinical oversight be provided by an individual trained/qualified to provide such oversight.

The Mental Health Division Manager responsible for oversight of this program took an emergency medical leave in March, April, and May, 2008. To accommodate his absence, additional services were needed from CIMH for oversight of FFT service delivery.  This resulted in $2,100 of additional charges beyond the original scope of the contract.

Reason for Recommendation: Adoption of this Amendment will allow Mental Health Division to pay CIMH for the additional services they provided during the program manager's unexpected medical absence in 2008.

This agreement has been in effect since August 28, 2007 and will expire March 31, 2009.

Action to be taken following Board approval:
1.      Chairman will sign two (2) original Amendments.
2.      Board Clerk's Office to return one (1) original Amendment to the Health Services Department, Mental Health Division.
3.      Mental Health Division to distribute as appropriate.
