Chief Administrative Office, Procurement and Contracts Division, recommending the Board:
(1) Award Bid 09-204-083 for the purchase and installation of an IBM TS3500 Tape Library to the low qualified bidder, Jeskell, Inc. of Sunnyvale, CA;
(2) Declare as surplus one (1) StorageTek model 9740 Library Storage Module, asset tag number 29786;
(3) Authorize the Information Technologies Department to negotiate, and the Purchasing Agent to execute, a contract for the purchase and installation of the tape library and the removal and disposal of the existing Library Storage Module in the amount of $329,969.00 plus applicable sales tax with Jeskell, Inc. upon County Counsel and Risk Management review and approval; and
(4) Approve budget transfer in the amount of $358,017 from the General Fund, fund balance designated for capital projects. (4/5's vote required)

REASON FOR RECOMMENDATION: At the request of Information Technologies Department, the Procurement and Contracts division issued an Invitation to Bid for an IBM TS3500 Tape Library to replace the existing tape library system that has been in place since July 2000. The existing system is outdated and does not provide for standardization or disaster recovery activities. Further, it has become increasingly difficult to obtain the appropriate maintenance and service for the existing system since the acquisition of the manufacturer by Sun Microsystems.
The existing system will be removed and disposed of by the awarded vendor at no cost to the County. While the bid did request a trade-in allowance for this equipment, no bidders offered such an allowance.
Two (2) bids were mailed. None to local vendors. Two (2) responses were received. A spreadsheet is attached for your review.
FISCAL IMPACT/CHANGE TO NET COUNTY COST: A budget transfer in the amount of $358,017 from General Fund designations for capital projects is required to provide appropriations within the Information Technology budget.
ACTION TO BE TAKEN FOLLOWING APPROVAL: Following Board approval, the Information Technologies Department will process an agreement for the purchase and installation of the IBM TS3500 Tape Library and the removal and disposal of the StorageTek 9740 Library Storage Module in the amount of $329,969.00, plus applicable sales tax, with Jeskell, Inc. of Sunnyvale, CA and will submit to the Purchasing Agent for signature upon County Counsel and Risk Managment review and approval.
