Fiscal Impact/Change to Net County Cost: There is no increase in compensation with this amendment.  Funds for this service are included in the Human Resources Department budget for the remainder of FY 2008-09 budget.  Services to be rendered after June 30, 2008 will be included in the FY 2009-10 budget.            
 
Background:
 
Reason for Recommendation: The Board is being asked to make findings that this independent Contractor can more economically and feasibly provide all professional legal services for the purpose of advising and assisting the County Civil Service Commission.  Since County Counsel represents the County during hearings of appeals of discipline actions, complaints of unlawful personnel discrimination and other personnel matters before the Commission, it is necessary to obatain outside Counsel to provide legal services to the Commission in order to avoid a conflict of interest.
 
The current one (1) year agreement will expire April 22, 2009.  The total amount of the agreement is $25,000 for the two-year period.  
 
Action to be taken following Board approval:  Human Resources will forward signed amended agreement to Contractor.
